They seem to be either inept or playing a game with a perp?
The perp is white male 18-40 years old. He's living out of his car, probably an American built SUV or old style van. Outwardly has a nice guy who blends in easily. He probably has facial hair. And does odd jobs in various neighborhoods so it's not alarming to see him the neighborhood. He was probably in the military and got out honorable but since then has been a mess due to PTSD or previously unscreened mental problems.
