Who do you pick?

Do you pick strategically, as in someone most likely to start a domino effect? Or emotionally, as in the 1 individual you loathe the most?

Tony Blair immediately springs to mind, Richard Perle, Willam Krystol, Robert Kagan. George Soros of course, Angela Merkel...damn, I can't name just one.

To be effective, it would have to be someone you've never heard of.
