If you go the extract route ten heat has already outweighed any flavour you can have. I've got some stuff called Biohazard that is 6,000,000 on the Scoville rating. The current hottest chilli in the world is the Carolina Reaper, which has peaked at about 2,200,000 on the Scoville rating.

My concern is that a good chillie is aromatic, flavorsome AND hot.

Heat has outweighed flavor, otherwise people would all be content with the heat of a habanero. The reaper is the hottest stabilized pepper, but many have already been bred that are hotter, they just arent stable yet. The Brazilian ghost, chocolate scorpion, chocolate bhutlah, and big black mama are all much hotter than the reaper.
I wouldnt consider ultra hot peppers to be "ethnic food". None of them are traditionally eaten by anyone. Even today it seems to only be "enthusiasts" who eat them. As for normal chillis, Hungarians are White and have been really into chillis for hundreds of years so I wouldnt call chillis a non-White food.
Hungarians aren't really white though. Much like with Samis or Inuits the skin color doesn't define them. To us Euros it's pretty much only Northwestern Euros that count as white.
